Help with Your ECO Survey
Employers affected by the ECO Rule are required by the Oregon Department of Environmental Quality (DEQ) to complete commute method surveys. TriMet can help you conduct a survey that will help you develop a focused, effective transportation plan.
Employee Commute Options (ECO) Rule
The Department of Environmental Quality (DEQ) established the ECO Rule in 1995 to reduce employee auto trips by implementing programs that encourage employees to use alternatives to driving alone. If your company falls under the ECO Rule, you are required to survey your employees to find out how they are getting to work, and make a good-faith effort to reduce single-occupancy trips.
Survey forms and instructions
TriMet and the DEQ have developed two standardized employee survey forms—one to establish baseline commuter data, and another to gather follow-up information. Both of these surveys are just one page long and take only a few minutes to complete. 75% response rate
Useful survey results should reflect your employees' actual commute methods as accurately as possible. A response rate of at least 75% will ensure the accuracy of your results, and it's required for compliance with the ECO Rule.
TriMet requires at least a 75% response rate for free survey processing and analysis, as well as for participation in the TriMet Universal program. If your company has over 400 employees, contact TriMet Employer Programs for information on surveying a representative sample of employees.
